Primary Purpose
Under the overall direction of the Statewide General License Clinical Coordinator and specific supervision of the Clinical Case Manager, the On-call Part-time Assessor is responsible for completing home assessments for prospective general license resource families.Essential Duties
- Conducts a series of interviews with each family member, separately and jointly, and interviews each adult and child in the home; interviews other significant contacts;
- Educates, counsels, motivates and ensures that prospective resource families comply with all non-negotiable requirements;
- Conducts home inspections;
- Works in conjunction with the pre-service Trainer to analyze family competency data;
- Reviews all clearances, verifications, and forms (medical clearances, TB tests, criminal history checks, fingerprinting checks, Child Abuse and Neglect clearances, family application and questionnaires, financial evaluations, etc.) and assesses for compliance with licensing/approval requirements;
- Makes a disposition on each resource home application ensuring full compliance with laws and regulations;
- Integrates above information into a comprehensive assessment report;
- Selects/counsels out inappropriate families;
- Actively participates and fosters collaborative relationships impacting the recruitment, training and ongoing support and retention phases of the process.
Other Duties
May be asked to conduct other visits with the resource family to assess initial suitability for the program.Work Hours
Variable. Must be flexible with work schedule, will need to deliver services in the evenings and weekends. Work hours are not to exceed 19 hours per week.Working Conditions
Job duties will be performed in the community and in consumers’ homes. Work will also be conducted from the employee’s home.Mental, Physical & Communication Demands
- Must be able to work well with both children and adults, projecting open, warm and positive communication.
- Must be able to relate well and work cooperatively with different ethnic groups and be sensitive to diverse cultures, languages or dialects, financial and educational diversity of the clients and co-workers.
- Possess excellent communication skills, both verbal and written.
- Ability to interpret issues and concerns within a cultural context and apply cultural concepts in resolutions preferred.
Minimum Qualification Requirements
- Master’s Degree in Social Work or related Human Services field plus over two (2) years experience in foster care/adoptions, the Child Welfare System or the provision of direct services to families and children in human services.
- Licensed Social Worker (LSW) in the State of Hawai‘i strongly preferred.
- Must participate in Child Abuse and Neglect, State criminal and FBI criminal clearances, and subsequently meet DHS standards regarding these clearances.
- Must have access to a computer, internet, e-mail, and phone to conduct business from.
- Must have basic computer skills, such as use of Word, Excel, email programs, and the internet.
- Must be able to operate a fax machine, copier, scanner, and other equipment as needed.
- Knowledge of cultures and lifestyles of the island/region preferred.
- Must have access to a vehicle; have a valid driver’s license, a safe and responsible driving record, and current no-fault auto insurance, with at least the minimum State of Hawai‘i coverage requirements with at least $100,000 minimum in bodily collision per person per accident.
