Primary Purpose

Under the overall direction of the Statewide General License Clinical Coordinator and specific supervision of the Clinical Case Manager, the On-call Part-time Assessor is responsible for completing home assessments for prospective general license resource families.

Essential Duties

1.  Conducts a series of interviews with each family member, separately and jointly, and interviews each adult and child in the home; interviews other significant contacts;
2. Educates, counsels, motivates and ensures that prospective resource families comply with all non-negotiable requirements;
3. Conducts home inspections;
4. Works in conjunction with the pre-service Trainer to analyze family competency data;
5. Reviews all clearances, verifications, and forms (medical clearances, TB tests, criminal history checks, fingerprinting checks, Child Abuse and Neglect clearances, family application and questionnaires, financial evaluations, etc.) and assesses for compliance with licensing/approval requirements;
6. Makes a disposition on each resource home application ensuring full compliance with laws and regulations;
7. Integrates above information into a comprehensive assessment report;
8. Selects/counsels out inappropriate families;
9. Actively participates and fosters collaborative relationships impacting the recruitment, training and ongoing support and retention phases of the process.

Other Duties

May be asked to conduct other visits with the resource family to assess initial suitability for the program.

Work Hours

Variable.  Must be flexible with work schedule, will need to deliver services in the evenings and weekends.

Working Conditions

Job duties will be performed in the community and in consumers’ homes.  Work will also be conducted from the employee’s home.

Equipment Use

Must have access to a vehicle, have a valid driver's license, a safe and responsible driving record, and current no-fault auto insurance, with at least the minimum State of Hawaii coverage requirements. Must have access to a computer, printer, internet, e-mail, and phone to conduct business from. Must have basic computer skills, such as use of Word, Excel, email programs, and the internet. Must be able to operate a fax machine, copier, scanner, and other equipment as needed.

Maintains positive personal and phone contacts, projecting open, warm and positive communication (written and oral).
   

Minimum Qualification Requirements

Minimum of a Master’s Degree in Social Work or related Human Services field plus over two (2) years experience in foster care/adoptions, the Child Welfare System or the provision of direct services to families and children in human services. Experience in presenting and group facilitation preferred. Must be able to be certified as a HANAI trainer.  Must complete Child Abuse and Neglect clearance, State criminal clearance and FBI fingerprinting criminal clearance, and subsequently meet DHS standards regarding these clearances. Licensed Social Worker (LSW) in the State of Hawaii strongly preferred.
